Org. Setting and Reporting
The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is part of the United Nations Secretariat and reports to the Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator. OCHA is responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA's core functions are: to advocate for the rights of people in need; to promote preparedness and prevention; and to facilitate sustainable solutions.
This position is located in the Operations and Advocacy Division (OAD), Emergency Relief Coordination Branch (ERCB), within the Office for the Coordination of Humanitarian Affairs (OCHA) in New York. The Humanitarian Affairs Officer reports to the Chief of the Emergency Relief Coordination Branch.
Responsibilities
Within delegated authority, the Humanitarian Affairs Officer will:
1. Coordinate and support the work of the Humanitarian Coordinator (HC) and Humanitarian Country Teams (HCTs) in emergency response, ensuring that humanitarian action is principled, timely, effective and efficient.
2. Provide technical and operational support to the HC/HCTs in the development and implementation of humanitarian response plans, ensuring that they are based on needs assessments and aligned with humanitarian principles.
3. Monitor, analyze and report on the humanitarian situation, including the political, economic and social context, and provide early warning of emerging crises.
4. Facilitate and support the coordination of humanitarian actors, including UN agencies, NGOs, and Red Cross/Red Crescent movement, to ensure a coherent and effective response.
5. Represent OCHA in inter-agency forums, including the Inter-Agency Standing Committee (IASC) and its subsidiary bodies, and advocate for humanitarian principles and priorities.
6. Provide support to the HC/HCTs in the development and implementation of humanitarian access strategies, including negotiations with parties to conflict.
7. Contribute to the development of OCHA's policies, guidelines and tools for humanitarian coordination and response.
8. Perform other related duties as required.

Competencies
Professionalism: Knowledge of humanitarian principles, policies and doctrine, including the Humanitarian Programme Cycle (HPC). Ability to apply technical expertise in humanitarian affairs, emergency relief coordination, and related areas. Ability to analyze and interpret data from a wide range of sources and to identify trends and issues. Ability to work under pressure, with diplomacy and tact, and to handle confidential and politically sensitive issues.
Communication: Excellent oral and written communication skills, including the ability to prepare clear and concise reports, briefings and other communications for a wide range of audiences. Ability to communicate effectively with senior officials and other stakeholders.
Planning & Organizing: Ability to plan and organize own work, as well as that of others. Ability to establish priorities and to work under deadline pressure.
Teamwork: Ability to work effectively with colleagues from different cultures and backgrounds. Ability to establish and maintain effective working relationships with people in positions of authority.
Client Orientation: Ability to respond to the needs of internal and external clients, including governments, UN agencies, NGOs, and affected populations.
Education
An advanced university degree (Master's degree or equivalent) in international relations, political science, law, humanitarian affairs, disaster management, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in humanitarian affairs, emergency relief coordination, or a related area is required. Experience in a humanitarian coordination role, such as in a Humanitarian Country Team, is desirable. Experience in a UN system agency, organization or body is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of French is desirable but not required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
