Under the overall supervision of the Resource Management Officer and the direct supervision of Supply Chain officer, the successful candidate in Yaoundé will be responsible and accountable for supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods/services to the beneficiaries at optimal price and in a timely manner. The responsibility will also include ensuring the appropriate implementation of instructions and policies governing the management of resources related to Supply Chain in the Country Office and Sub Offices, as well as providing recommendations aiming at increasing effectiveness and efficiency of Supply Chain Management within the listed Offices.

Responsibilities

  • Support the Senior Supply Officer in implementing and strengthening asset and inventory management processes.
  • Maintain an up-to-date and accurate asset register for all the mission's assets (e.g.: ICT, Medical, etc.), ensuring processing timely updates in the ERP system to reflect physical data, movements, and changes.
  • Conduct quarterly, biannual and annual physical inventory, reconcile discrepancies, and update records accordingly.
  • Manage the full asset lifecycle: receipt, tagging, assignment, return, transfer, and disposal - in line with the procurement rules and regulations. Liaise with Central Accounting Support (CAS) and other offices on asset disposal, transfers, retirements, and claims.
  • Prepare and submit timely asset and inventory reports to Head Quarters (HQ), Manila Administrative Center (MAC), and other stakeholders.
  • Convene and support the Asset Disposal Committee (ADC), review proper documentation and compliance with the set procedures.
  • Support the coordination of assets maintenance and repairs with Service Providers and manage warranty or insurance coverage and claims as needed.
  • Assist in procuring services related to security and facility management, including drafting tender documents (RFQ, RFP, ITB), obtaining quotations, conducting evaluations, and ensuring best value for money.
  • Draft, issue, and monitor service contracts, and follow up to ensure timely and quality delivery.
  • Provide logistical and administrative support in line with project schedules.
  • Act as Bid Receipt Focal Point for receiving and handling tenders, when needed.
  • Prepare procurement monitoring reports, documentation, and requests for payment to Accounts Payable.
  • Perform other duties as may be assigned.

Qualifications

EDUCATION

  • University degree in Business Administration, Accounting, Logistics, Supply Chain Management or a related field from an accredited academic institution with two years of relevant professional experience; or
  • High school diploma with four years of relevant professional experience
  • Certification in Procurement, Logistics or Supply Chain Management is an advantage

EXPERIENCE

  • Experience in procurement and logistics and working with vendors and service providers;
  • Experience with asset management process;
  • Experience working with IOM/UN Procurement and Logistics Rules and Procedures is an advantage;
  • Experience in warehouse management will be an added advantage;
  • Experience working in an international organisation an advantage.

SKILLS

  • High level of computer literacy;
  • Ability to work with national and international institutions;
  • Ability to prepare clear and concise report;
  • Excellent communication and negotiation skills;
  • Ability to establish realistic requirements to meet IOM needs.

LANGUAGES

For this position, fluency in English and French is required. Knowledge of a second official UN language is desirable.
